Most tickets are now sold through the Internet by FIFA. The other option is via one of the official tour operators once these are appointed, but their packages are usually horrifically expensive. Take a look at FIFA.com, they may be allowing you to register for news and advanced notice of ticket sales, which they have announced will probably start in August 2013.
Before then they will announce what the prices are, what products ( ticket packages) they will sell, and when. You will then be able to sign up and open a ticket account. By the way, TSTs stand for Team Specific Tickets, tickets for some or all of a specific teams games if they qualify. This is in theory the easiest way to get a ticket for the Final. If you buy a TST7 for a team that qualifies as you will get a guaranteed Final ticket, but also tickets for all the other games the team you pick plays. If they are beaten you then pick up the team that beats them etc. they have also sold TST3's, 4's etc in the past so you could just buy tickets to a teams group games with a TST3.
You will also be able to apply for individual games tickets, but you are usually limited to a fixed number of games, type of tickets, and number per game, we will need to wait and see what the rules are?
VSTs are Venue specific Tickets, where by you would buy a ticket for all the group games in one city. You can see why they would be attractive for a country like Brazil, with large distances between venues, for people who do not want to follow a single team, but FIFA have not sold these since 2002, so again we will have to wait.
I'm assuming you are not counting on Canada qualifying, and just want to see some games? If that is the case then your choices will be either a TST for a team you are sure will qualify ( possibly some will have already by Aug 2013) or individual game tickets, and you should apply in the first round of sales. Some teams are very popular and will be oversubscribed for TSTs, England usually being one, Brazil being an obvious one also.
For 2010 I brought 2 TST7s for Holland , after they had qualified, and so got tickets for all their games including the Final. It's hard to say if Europeans and African fans will travel in numbers to Brazil, and so if others will be as lucky as I was next time.
